An attr file contains image attributes used by iPhoto for photos in an iPhoto library. It is an internal library support file rather than an image file intended for independent use.
iPhoto is legacy software that was replaced by Apple's Photos application on macOS. Existing iPhoto libraries may still contain attr files.
An .attr file is normally handled internally by iPhoto and is not intended to be opened separately. Open the associated iPhoto library in iPhoto on Mac OS X to access the photos and their attributes.
An .attr file cannot be meaningfully converted as a standalone file because it stores attributes for photos in an iPhoto library. To obtain usable image files, export the photos from iPhoto; this converts or exports the photos themselves, not the attr file.
