The b00 file extension is nowadays primarily related to some kind of boot file from the VMware ESXi.
Used when a new bootable ISO is made based on ESXi technology.
Probably not meant to be opened directly. However it is possible that this is some kind of configuration file and may be opened using any text editor.
Probably cannot be converted to anything else.

The b00 file extension is also related to Blindwrite a CD, DVD, Blu-ray backup software for Microsoft Windows that allows users also burn a protection media.
The b00 file probably stores some sort of older disk image format, or some part or segment of it.
Blindwrite should be able to work with *.b00 files.
Possibly can be converted to other disk image formats.
