Files with bqy suffix can be usually found as some kind of database files from now discontinued BrioQuery app which is now parts of Oracle's Hyperion Performance Management software.
Found 2 different file type records with the same bqy filename suffix.

File extension bqy seems to be primarily associated with BrioQuery, an ad hoc query and reporting application for client/server database environments.
It is most likely that after the acquisitions from Oracle, the product is no longer available or supported. However, it was merged into Oracle's Hyperion Performance Management software.

Use the original BrioQuery to open .bqy database files. It may also be possible to view these files using a web browser with a BrioQuery plugin installed.
Unfortunately, we do not know about any possible conversion for .bgy files at this time.

The bqy file extension is associated with ShrinkIt. "Squeezed" (i.e., compressed with a different algorithm than the one used by ShrinkIt) files within a Binary II envelope.
Created with the utility BLU, these files can be unpacked with ShrinkIt.
Probably not meant to be accessed by the user.
Probably cannot be converted to anything else.
