Files with ced extension can be also found as some kind of strange video files recorded by JVC digital video cameras in case the SD card is not properly formatted.

It appears that a ced file is created in the memory card in case it is not properly formatted. This usually means that your video will not be recorded, just some metadata about it will be saved. Usually a *.ced file has the size of few kb.
You need to format your SD card in order to record your videos to common formats, such as MTS or MOD.
Although *.ced files cannot be usually viewed using standard system, it seems that iMovie for Mac can recognize this format and import it to the program. But it may be that it also needs the *.mts or .mod recording for this.
Using iMovie for Mac user had some success with importing the *.ced files to the program and converting them to MP4 format. This may also require the original *.mts or *.mod track thought. However, we could not verify this piece of information.

These .ced files are probably used by the companies internal database services and should typically not be encountered by common user. In any case, this file type seems to be very old and most likely no longer actively used.
Only AuditCARE should be able to open this type of .ced files.
It does not seem to by possible to convert this type of .ced files to anything else.
