It seems that both .bil and .bpw files are pictures / images from ArcGIS (ArcView) software and such it might be possible to convert or export bil to bpw or vice versa using the original program from ESRI. Unfortunately, we weren't really able to determine whenever bil to bpw conversion is possible or even useful.
