Check out some options how fh11 files might be converted to indd format.
Freehand drawings (like .fh11) are not supported in InDesign and it is unlikely you will find a direct fh11 to indd converter and thus successfully converting Freehand to InDesign can be very difficult. However, InDesign probably can work and import Illustrator drawings and there are ways how to convert Freehand drawings to Illustrator.
There is a script available for download from Adobe that allows users to import old FreeHand drawings (like .fh11) directly to Adobe Illustrator and save them as .ai drawings. This option however seems to be working only for CS4/CS5 versions of Illustrator and does not work for the latest CC.
Unfortunately, there is no detailed software record in the database for this conversion.

FH11
An fh11 file extension is related to the Adobe FreeHand, a 2D vector graphics editing software and used for its drawing files.
INDD
Files with indd extension are associated with Adobe InDesign and used for its default InDesign document format. InDesign is used to create graphically rich documents, brochures and other more sophisticated texts. It was a part of Adobe Creative suite and currently of Adobe Creative Cloud.
