Programs like the GPSMapEdit or similar can be used to export various GPS map formats (like the GPS eXchange - GPX) to one of the common raster images, for example JPEG format (.jpg, .jpeg).
This will of course create just a picture of the map and any special GIS/GPS data from the original will be lost. Such pictures often had GPS data embedded in the metadata, so called geo-tagging.
