Check out some options how isz files might be converted to rar format.
You cannot just simply convert ISZ disk images (Ultra ISO) to a RAR archive. Although sometimes labeled as "zipped", the ISZ format actually uses ZLIB or BZIP2 compression.
You can of course mount or extract the contents of ISZ files with disk image management programs and compress those data to RAR format, but a program that may directly convert isz to rar does not probably exist.

ISZ
Files with isz extension can be most often encountered as compressed disk image files from the makers of UltraISO. It's a somewhat rare file format and most programs do not support it.
RAR
Files with rar extension are compressed archives using RAR or WinRAR compression utilities. Along with the ZIP format, the RAR format is one of the most common formats used and can be extracted by almost every archiving tool.
Files with rar file extension are also occasionally found as files in aa special Java JCA Resource Adapter module file format.
