You cannot convert .jpg files to .xmp files in Photoshop Lightroom or using any other program. A .xmp file is generated when you process a digital raw photograph recorded by some camera, and not some random already compressed picture like JPEG. You need to use the original digital negative.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
