There is no way how you could "convert" MENC files to JPG, because these files are encrypted. The only way how to get the original pictures back is to turn off the encryption on your Windows Mobile device. Without the original phone, it is impossible to remove the encryption thus impossible to achieve menc to jpg conversion.
