In order to convert mp3 to rx2 you would have to first sample the MP3 as WAV, then use the Recycle! platform to generate RX2 audio loops. Supposedly Ableton Live can also produce RX2 files from MP3 source, which should offer direct way for mp3 to rx2 conversion.
