Various digital raw photographs, such as .mrw and .pef files from Minolta and Pentax digital cameras, cannot be typically converted between one another, which means mrw to pef conversion is highly unlikely.
The best thing you can do is to export these file to some generic digital negative format, such as DGN format from Adobe. This will store the metadata so the RAW files can be used in any of the available photo editors.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
