It seems that ZAMZAR online conversion services claims that it is able to convert PDF documents as EML email messages.
In any case, you could simply copy paste the text from a PDF to your favorite email client and save it there as .eml, granted the PDF file is not locked. But this will do for the purpose of pdf to eml conversion just fine.

EML
An eml file extension is used by various e-mail clients, such as Microsoft Outlook, Windows' default mail client, Thunderbird, etc. An eml file contains saved email messages either meant as backup or for sharing.
