Apple Pages unfortunately cannot open PDF documents, only export to this format. The usual workaround Mac users use is to manually copy and paste the text from a .pdf document or use some OCR solution to do the job for them.
Alternatively, you can use some of the commercial PDF to Pages conversion utilities for the job.
