Possible software with support for converting of psd files to mp4 file format.
Occasionally some users manage to create a Photoshop file (.psd) to which they paste video clips or audio and wonder how to export it back (or recover it) as regular multimedia file. This is not that easy, but supposedly can be done and only for MP4s and perhaps animated GIFs.
You should be able to do this using the File ► Export ► Render function in Adobe Photoshop which will make a video sequence, which you can then import to Adobe Premiere and produce your video, more or less.

PSD
A psd file extension is traditionally associated with default graphic format of Adobe Photoshop. Adobe psd graphics file is pixel based graphics file format. However some graphic elements can be stored in vector graphics. In default psd graphics file contains layers with masks, color spaces, ICC profiles, transparency, text, alpha channels and spot colors, clipping paths, and duotone settings.

MP4
An mp4 file extension is typically used for MPEG-4 multimedia files defined by ISO 14496-1 standard. Commonly used for video and movie files and supported by vast number of media players.
