pub to odf conversion seems to be related to case of export of graphics from MS Publisher files (.pub) and saving it as OpenDocument drawing (ODG graphics) from OpenOffice.org suite.
Publisher certainly offers export to formats that can be then converted to ODG, but it will be difficult to export or convert pub to odg without it. You can try ZAMZAR or similar online service, but the results might be what you are expecting.
