There doesn't seem to exist any reliable converters that could convert SWF Flash to a Silverlight package. In the past a few of such swf to xap converters were advertised, but all of them seems to have vanished few years back.

Unfortunately, there is no detailed software record in the database for this conversion.

This conversion entry was verified by us and conversion from swf to xap was flagged as wrong or not possible.
Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it can't be done because incompatibility between programs, caused by closed file formats, very limited support or by other problems.

SWF

Files with sw extension can be commonly found as Shockwave Flash movies in animated vector format, used mainly on Internet web sites. 

Files with swf file suffix are related to the Microsoft Sidewinder profile activator data format.

XAP

Files with xap file extension are mainly related to Windows Phone apps and Microsoft Silverlight installation resource files. Used for Silverlight apps.

Files with xap extension are used by Microsoft XACT program for one of its default file types. It is a document project saved in a text file format.

Files with xap file extension might also be potentially found as old scripts for Xbox 360 video console. Not related to later Silverlight or XACT packages.
