If you are looking for a way to make Camtasia recordings (.trec) playable using VLC, you have to first convert the videos to a format recognized by the media player, but no dedicated trec to vlc conversion exists.
Camtasia Studio can exports its own recordings (.trec) to several other multimedia formats - including the common MP4 that is fully supported in VLC. There doesn't seem to be any other way for this conversion as no 3rd party software seems to support Camtasia recordings for video conversion purposes.
