There doesn't seem to be a way how to convert contacts saved in USV file from old LG Xenon mobiles as any other contact files, i.e. what would potentially be usv to vcf conversion.
If you still have access to the phone, the best would be to save the contacts on the SIM card, put it to another phone and save or export the contacts from there.
There was also a special program on CD bundled together with the LG Xenon, so you may try that or contact LG support and see if you can still obtain it.
Unfortunately, there is no detailed software record in the database for this conversion.
