If you are looking for a way to import vCard contacts to your Nokia Phone, you do not need to convert them to NBU backups - and you probably cannot achieve direct vcard to nbu conversion anyway.
You can import the contacts from a .vcf file to the phone using Bluetooth and open them from inbox. A faster solution would be to import the .vcf files into Outlook and then to sync it with the phone using Nokia PC Suite.
Unfortunately, there is no detailed software record in the database for this conversion.

VCARD
Files with vcard extension are contacts files saved in vCard format. Alternative to much more common vcf file extension.
NBU
Files with nbu extension can be usually found as old Nokia phone backups made using Nokia PC Suite 6.82 and higher.
Files with nbu extension can also be found as firmware updates for NetBiter webSCADA software.
