The most convenient and likely also only way how to produce an .abbu file (Apple Addresses Book archive) would be to use Mac OS X Contacts (formerly Address Book), import your .vcf file there and export, or copy out the .abbu archive. It is unlikely this can be achieve with other program and you can only do this on OS X platform.
