Find a software converter able to convert vcf files to nbu files.
If you are looking for a way to import vCard contacts to your Nokia Phone, you do not need to convert them to NBU backups - and you probably cannot perform vcf to nbu conversion anyway.
You can import the .vcf file to the phone using Bluetooth and open them from inbox. A faster solution would be to import the contacts into Outlook or similar manager and then sync the program with your phone using Nokia PC Suite.
