Generally speaking, a .vcf file is a text file with specially formatted data, so you can simple rename of the suffix from vcf to txt may be enough should you need it.
In any case, any text editor can be used to view or edit the contents of .vcf files, but there doesn't seem to exist any way to convert vcf to txt and there is most likely no reason to do it.
