Microsoft Works is discontinued software product, however it was the only software that could reliably convert .wdb files (Works databases) to .xlr files (Works spreadsheets), which is what wdb to xlr conversion actually represents.
Your best bet is to find some version of Works either on Internet or on CD bundled together with some old notebook. Back then MS Works was commonly given with new laptops and computers. Without MS Works it will be very hard to perform WDB to XLR conversion.
