It seems that xml to m3u8 conversion would make sense only if the .xml file contains a multimedia playlist exported to XML format. Otherwise it simply would not work.
If you know the syntax of some common playlist format, you can manually write the list of songs and produce your own playlist that you can load to a media player and export to some more complex variants using the default program functions.
