File extension dale seems to be since December 2016 used by a ransomware labeled as Chip, which was clearly inspired by the Chipmunks cartoon.
Much like similar ransomware it encrypts users files then tries to ransom the decryption key to the victim, with the ransom notes being saved in a DALE_FILES.TXT file.
You need to wait for some decryptor to appear, if it ever appears. Otherwise restore from backup.
You can only convert the files once you have restored them using decryptor.
