The download file extension is associated with the Apple Safari web browser. Apple Safari download manager give download extension to incomplete download file.
When the download is finished, download manager renamed file with original file extension.
To open the .download file and continue the download, do this steps instead resume function in Safari.
a) Clear the download list in the Safari browser download window.
b) Open the Downloads folder from the Dock or the Finder.
c) Click on the your_download_file.download entry
These files cannot be converted, because their download has not been successfuly finished. You can convert the original file once the download is done.

The download file extension is associated with web browsers based on Mozilla Gecko web layout engine. Mozilla download manager gives download extension to incomplete download files.
When the download is finished, download manager renames the file to its original file extension. Probably used in older versions or of Firefox.
Firefox 3 and later is using part instead.
Sometimes the download will continue when a .download file is found by Firebox, but in most cases this is sadly not possible and you have to start the download again.
Partially downloaded files cannot be usually converted, you have to finish the download first and then you can convert the original file.
