File extension dpl seems to be best known for its use for one of the file types from Delphi, namely older packaged libraries from Delphi 3 and perhaps even older. It was superseded by bpl file type in later Delphi versions.
These files can most likely be only accessed in Delphi environment.
We do not know about any possible converison for this type of .dpl files, it may not be possible.

The dpl file extension seems to also have been used in the past for the default library format of Digital Photo Librarian digital photo management software for MS Windows.
The dpl file used in this program stored database of pictures for the purposes of Digital Photo Librarian.
As far as we know, this file type was only used for the purposes of Digital Photo Librarian and it is unlikely any other software can access these *.dpl files.
If any conversion for this *.dpl file type was possible, it would be export of some kind using the original software.
