The dru file extension is associated with EAGLE (short for Easily Applicable Graphical Layout Editor), a CAE program for creating PCB schematics, developed and sold by CadSoft Computer, Inc.
The dru file contains settings that can be changed in the Design Rules, for example, information about the Layer Setup, minimum distances, minimum wire width and drill diameters, permitted values for restrings of vias and pads, the shape of the pads, settings for solder stopmask and cream frame, and so on.
Although you can usually open and edit settings in any text editor, these files are not meant to be directly accessed by the user.
Settings file are not meant to be converted to anything else.
