The EnCiPhErEd file extension is associated with the ransomware (cryptovirus) that encodes data in infected computer.
The .enciphered file contains encrypted data. User have 5 attempts to put right code to decode data. If he does not put a right code for 5 times, malware will delete itself from computer and leave data encoded.
Malware puts .enciphered file extension behind original file extension. For example document.txt.EnCiPhErEd
Probably not meant to be accessed by the user.

The enciphered file extension is most recently related to a new ransomware from the Xorist family. Much like similar ransomware it encrypts users files and demands ransom to be paid in bitcoins.
Such files can only be accessed again and recovered when you pay the ransom in bitcoins. You can also wait until new decrypter is made and available for public.
You cannot convert or recover .EnCiPhErEd files without some decryption utility.
