Probably some internal Android based app that creates backups of individual SMS when the user accesses the backup function.
These hbk files are typically found on the SD card in a special folder called sms_backup.
There is no way how this type of *.hbk file could be directly opened on a computer. On your HTC smartphone, the only way would be to restore the file so its readable like any other SMS.
In order to convert the SMS backup to some readable form, you would first have to restore it using your HTC smartphone and then using the SMS Backup & Restore app from Google Play export it as XML.
XMLs can then be transfered to any computer and viewed using any text editor.
