File extension helpmeencedfiles is used by some of the later variants of Samas/SamSam ransomware which first appeared in early January 2017.
It also drops a ransomware note called HELP-ME-ENCED-FILES.html in affected folders.
Unfortunately, we do not know about any way how to access these files, a proper decryptor utility is required.
You can convert the the files only once you have decrypted them.
