The kdb file extension is nowadays mainly associated with the KeePass, a password management software available for Microsoft Windows, Mac, Linux etc.
The .kdb file from KeePass represents an encrypted passwords database used in first versions of the program. The latest versions use kdbx databases instead.
KeePass databases are typically made up by two things:
The only programs capable of working with .kdb files are the original KeePass and its ports like KeePassX.
Latest versions of KeePass still support older .kdb files and can possible export them to newer version should the user need it.

The kdb file extension is also used by Doobs, a small database viewer for the Pocket PC. The kdb file contains Doobs database.
Note: There was also some old database format from kusziDataBase that shared same kdb extension. This one seems to be discontinued and no longer used as well.
Except for the original app for Pocket PC, there are still some utiltiies available that can work with this type of database.
