The kpl file contains source code. The KPL was replaced by the Phrogram, which is now also obsolete.

File extension kpl is also used for one of the default file types in Krita, a free raster graphics editor for digital art and 2D animation.
Krita 4.0 introduced .kpl files as the new palette file-format that can handle colors that are wide gamut, RGB, CMYK, XYZ, GRAY, or LAB.
kpl files are essentially XML configuration files zipped in single file.
Only Kirta can work with .kpl files.
No direct export is possible, but of course the color data can be aplied to existing pictures and exported.
