The kratos file extension is most recently related to a new ransomware labeled as KratosCrypt.
Much like similar ransomware it encrypts users files with AES encryption and demands ransom to be paid in bitcoins (0.3 for this one).
Such files can only be accessed again and recovered when you pay the ransom in bitcoins. You can also wait until new decrypter is made and available for public.
As far as we know, there does not exist a decryption utility for KratosCrypt - yet.
