The locklock file extension seems to be recently related to a ransomware type targeting users through e-mail and Skype spam campaigns.
It looks like the affected files are encrypted using AES-256 algorithm.
As far as we know, there is no decrypter available for *.locklock files at this time.
Until you manage to somehow decrypt the files, there exist no way how to convert it.
