The mat file extension is also commonly used for various "material" files in 3D modeling tools.
For example the popular 3ds Max 3D modeling, animation & rendering software uses its own material libraries (.mat) to define the parameters for displaying textures and lightning on model surface.
Some libraries are provided with 3ds Max, but users can create their own custom libraries.
You can import 3rd party libraries to 3ds Max using the material editor.
We do not know about any particular conversion for material libraries, but it is likely that users can create their own from existing textures in the material editor.

Freelancer is a space combat and trading game developed by Digital Anvil and published by Microsoft Game Studios for Microsoft Windows. Its .mat files contain textures or related material data used to display ships, objects, and other 3D game models.
These files belong to the game's internal resource system and are used together with the model and configuration files that define the corresponding game assets. The format is intended for the Windows version of Freelancer and is primarily encountered in the original game's files or in its modifications.
Freelancer loads these files automatically when it runs, but the game is not intended to provide a general-purpose viewer for individual .mat files.
To inspect one, use a Freelancer modding or resource-editing tool that specifically supports the game's material format. Ordinary image viewers may not recognize the file directly. This particular file type is only used in the Freelancer game.
There is no general-purpose conversion method for Freelancer .mat files. A compatible Freelancer modding tool may be able to extract the texture data to a standard image format for editing.
Converting edited images back into a usable .mat file requires a tool that supports Freelancer's resource format; simply renaming an image file will not work.

Vue uses .mat files to store surface materials for objects in a 3D scene. A material can include images and textures that define an object's visible surface.
The files belong to Vue's material workflow rather than representing complete 3D models. Vue loads them so that materials can be applied to objects during scene creation and rendering.
This format is associated with the Microsoft Windows version of Vue. The file is useful when transferring or reusing materials between Vue scenes.
Open the .mat file in Vue on Microsoft Windows. Vue can load the material so it can be applied to objects in a scene.
Opening the file outside Vue may not display the material correctly because it is intended for use within the Vue application.
Open the Vue material file in Vue and apply the material to an object. It may be possible to export it to other 3D model formats from Vue.
If a finished image is required, render the scene in Vue and export the rendered result to an image format supported by the application.
