The oas files are plug-ins created by Outlook Attachment Sniffer utility. Outlook attachment sniffer is a little utility that removes attachment from Outlook's emails and replaces them by a link to as oas file.
For example a file attached to an email with the name MYFILE.XLS would be removed from the email and replaced by a link called MYFILE.OAS. The original attachment is then saved in an external folder.
