File extension otl was also used for the default outline format in Natara Bonsai Outliner. Despite being discontinued around 2014, it had large user base and thus many people still can find .otl files with PIM data.
The OTL file contains the outline data, including items, categories, and other elements used in the Bonsai program.
It is still possible to access the original website through webarchive and even download the tool, but there is no longer a way to obtain license.

Ventura Publisher was a desktop publishing application originally developed by Ventura Software and later distributed by Xerox. Its Type Foundry tools included an outline editor for creating and modifying typeface outlines.
OTL files store the outline information used by that editor. They are font-design data files rather than Ventura Publisher publication files, and belong to the type foundry tools associated with the Windows version of Ventura Publisher.
The OTL format is a legacy format associated with older Ventura Publisher installations and is not commonly used by current font-editing software.
Open an OTL file with the Windows version of Ventura Publisher that includes the Type Foundry outline editor. The file may need to be loaded from within that editor rather than opened as a normal publication.
Current desktop publishing and font-editing applications generally do not support this legacy format directly.
To convert an OTL file, open it in the Type Foundry outline editor included with the Windows version of Ventura Publisher, if available, and use its available font-generation or export options to create a format supported by newer font software.
If the original editor cannot open the file, conversion may not be practical and the outline may need to be recreated in a current font editor.
