File extension pel is also used in the IBM Forms, a family of applications used to collect data and automate forms-based business processes.
It can be usually found as wpf.pel, but it's not a file but a directory with log files (.log).
It's a folder so you can open it like any other.
Considering this a folder, it is unlikely you can convert it as whole to anything else. Of course you can work with the .log files how you see fit.
