Files with pmf extension can mainly be used in GIS software sold by ESRI. These are publishing files MXD maps.

File extension pmf is used for files that contain pre-authored published maps used in products developed by ESRI.
These files are basically created from mxd and are meant for final publishing.
A .pmf file does not contain any map data, it is just a pointer to the location of the actual maps on a server.
Use ArcGIS to open and work with .pmf map files.
If any conversion for .pmf files is possible, its with ESRI software. Unfortunately, we do not know about anything particular.

The pmf file extension is associated with the PartitionGuru (also known as DiskGenius), a software for Microsoft Windows operating system for data recovery, partition management and Windows backup.
The pmf file stores backup image created by PartitionGuru.
Use PartitionGuru to work with *.pmf files.
Probably cannot be converted to anything else.

The pmf extension files are attachments files. They are created when local, non-MIME messages with sent with attachments. (Non-local (internet) messages sent without MIME are delivered uuencoded.) PMF files are linked with a message by a pair of header lines. The first header, X-file, indicates the name of the in the message directory. The second, X-info, indicates the true name of the file and the file type.

PMFs will stay in the main message directory even if the message is moved to a folder. PMF are deleted when the host message is deleted. If you copy a message with a PMF attachment to multiple folders, they all share the same PMF file and deleting one of the multple messages will delete the attachment in all copies.
All versions of the Pegasus Mail can create these attachments, if the option "Use MIME features" is off and the message is delivered locally. Attachments created in previous versions are still valid. Howver, some early V4 revisions could not open PMF attachments. (Changing the "Is a valid MIME message" message propety was a work-around - This was fixed with version 4.2)
The pmf files are used for internal purposes of Pegasus Mail.

The pmf file suffix is associated with the Sony PlayStation PSP (Portable), a handheld video gaming console released in 2004 and discontinued in 2014.
The pmf file contains movie. It can be played on PC's by Lande PMF Player.
