File extension prefs is commonly used for preferences or various settings file in many programs, typically in text format.
For example such files can be found in Exclipse, Zend Studio, Adobe Soundbooth and plenty of other programs.
You usually cannot open prefs files manually, they are loaded automatically when saved in proper folder.
In most cases, this generic file type is not meant to be converted to anything else.
