The securecrypted file extension is most recently related to a variant of ransomware labeled as Apocalypse. Much like similar ransomware it encrypts users files and demands ransom to be paid in bitcoins.
Such files can only be accessed again and recovered when you pay the ransom in bitcoins. You can also wait until new decrypter is made and available for public.
Apparently, the Emsisoft Decrypted for ApocalypseVM is (or will eventually be) updated to also support this particular variant of Apocalypse ransomware.
