The smb file extension is generally used by Autodesk applications for files that contain symbol library.
These files can be for example found in Autodesk MapGuide and contain symbols used within the program.
Use Autodesk apps to work with (import) .smb symbol library files.
There is no way how to convert symbol libraries to other formats. However, it may be that export of individual symbols is possible.
