File extension VforVendetta seems to be used by a new version of Samsam ransomware.
Much like other ransomware types, it encrypts users files and demands ransom for the decryption key.
Unfortunately, we do not know about any possible converter for .perl files at this time.
Unless the files are decrypted first, there is no way to convert them to anything else.
