The vif file extension is related to TomTom Navigator, a GPS navigation software and used for files that contain saved voice audio with settings.
These are used to customize the audio voice in the navigation.
You can import additional voice to the TomTom program.
We do not know about any possible conversion for this type of *.vif files.

The vif file extension is reported to have also been used for bitmap images in Khoros Visualization Image File Format.
Same extension is also used for another bitmap format - Verity Image Format.
Both are probably obsolete.
You can view images in VIF format using XnView.
