An xtra file is not normally opened as a standalone document. Install or copy it into the appropriate Xtras folder used by the compatible Mac version of Adobe Director, then start Director so it can load the plug-in.
Use the same Director release and platform for which the Xtra was built. Modern macOS versions may not run the legacy Mac software or its Xtras.
There is no useful general conversion from an xtra file to another file format. It is a compiled Adobe Director plug-in rather than an editable document.
