The popular VLC media player supports huge number of media files, including H-264, so there is no need for some kind of VLC specific conversion. However, the program also posses modest conversion capability of its own accessible from the Media ► Convert / Save section.
You can also get messages from VLC player about missing codecs, in this case download and install VLC codec packs that should fix the problem.
There is also the possibility that you are unable to playback your media file (in this case .h264, .264 etc.) and looking for some kind of solution. Maybe your video download was corrupted, or you copied the file from a corrupted physical disc, in either way you should recheck if your media file is not corrupted. Try to play it with some other media player, like the standard Windows Media Player and see if it works or not.
