It appears that Autodesk 3D scene files (.a3s) can be converted or exported to other 3D modeling formats, including the standard STEP format (.stp, .step). Unfortunately, we do not know about any other 3rd party tools that could capable of a3s to stp conversion, so your only option would be Autodesk software.
