Software that can be used for conversion of arff file type to xls format.
Weka machine learning software from which .arff attribute files actually originate supports natively export of CSV format. Once you have the .csv file, you can import it to MS Excel and make an .xls or .xlsx file from it, essentially performing arff to xls conversion.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with arff extension are related to Attribute-Relation file format. Some sort of ASCII format used by Machine Learning Project at the Department of Computer Science of The University of Waikato.
XLS
Files with xls extension are best known as spreadsheets from Microsoft Excel. A spreadsheet is basically a grid of cells sorted in rows and columns. Each cell can contain text, numeric or formula data. Excel XLS spreadsheets can be opened in most other similar programs, such as OpenOffice.org Calc.
